Nigerian arrested in e-mail scam (press)

KANNUR: A 34-year-old Nigerian national was arrested here on Saturday in connection with an investigation into a case of e-mail fraud that cost its victim a huge sum of money. Identified as Shaba Abdul Razak, he was nabbed at the end of a month-long probe into a ‘419 scam’ or the Nigerian e-mail scam, following a complaint from a victim hailing from Valapattanam.

Inspector-General of Police (Kannur Range) Tomin J. Thachankary said the arrest followed an elaborate investigation with the co-operation of police officials in Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh and Puducherry.

Mr. Thachankary said the police unravelled the scam after Shareef, the victim from Qatar, sent a complaint to Home Minister Kodiyeri Balakrishnan.

The Minister forwarded it to the cyber wing of the police. The Valapattanam police started the investigation.

Conference of Directors General of Police of Southern States(press)

Thiruvananthapuram: Home Minister Kodiyeri Balakrishnan on Tuesday said that the police departments in south Indian States, which faced almost similar internal security challenges in varying degrees, should create a highly secured web site for sharing intelligence in real time on criminals, Left extremists, overseas militants and home-grown religious radical groups.
Inaugurating a conference of the chiefs of the police departments of Kerala, Karnataka, Andhra Pradesh and Tamil Nadu here, Mr. Balakrishnan said access to the site should be restricted to select officers.

The delegates will discuss chiefly the activities of Left wing extremist groups, with special reference to the activities of the CPI (Maoist). The meeting will also deliberate on the current status and activities of the Liberation Tigers of Tamil Eelam (LTTE) and pro-LTTE organisations in South India. The issues of Sri Lankan fishermen, including their arrests in the Indian waters, will also be discussed. The meeting will devise a strategy for joint response in the event of a terror strike.

Mr. Balakrishnan said the intelligence departments of the neighbouring States should interact on a daily basis. Intelligence officers should develop personal contact with their counterparts in other States. They should meet at least once in two months for sharing and analysing intelligence.

Senior law and order officers of the neighbouring districts of the neighbouring States should conduct ‘border meetings’ frequently. The police departments should designate a sufficiently senior officer as inter-State police liaison officer. He called for coordinated action against crime syndicates, chiefly smugglers, traffickers of women and children, and counterfeiters of Indian currency and passports.

Kerala Home Secretary K. Jayakumar said extremist infiltration of the local population was one of the serious threats to internal security.

Director-General of Police, Kerala, Jacob Punnoose said all south Indian States were exposed to threat from non-State actors and extremist elements operating from across the sea.

Tamil Nadu DGP K.P. Jain; Karnataka DGP Ajay Kumar Singh; Additional Director-General of Police, Intelligence, Dr. Siby Mathew; Inspector-General of Police, Intelligence, K. Padmakumar; Inspector-General of Police, Crime Branch, R. Sreelekha; and senior officers from Karnataka and Tamil Nadu were present.

CAPS - Computer Aided Police Services

CAPS is a total Integration of Computer Systems right from the Police Station to the Police Head Quarters through BSNL Broad Band Internet connectivity and dedicated optical fibre cables. CAPS inaugurated by Shri. Kodiyeri Balakrishanan Hon'ble Minister for Home and Tourism and precided by Shri. Jacob Punnoose IPS, DGP. A presentation about CAPS was presented by Shri. Tomin J. Thachankary IPS, IGP Kannur Range and SCRB.

Computers are supplied to all 463 Police Stations, 199 Circle Offices, 117 DySPs and 18 DPOs / CPOs and they are connected through internet under CAPS.

It is a Revolutionary step in the history of Kerala Police where the general public are benefited in many ways.

Cheranallore police station Building inaugurated by Shri.Kodiyeri Balakrishnan Hon'ble Minister for Home and Tourism(press)

KOCHI: All police stations in the State will be built on buildings owned by it. There are still many police stations operating from rented premises. Construction work on 26 police station buildings have begun, said Kodiyeri Balakrishnan, Minister for Home and Vigilance.

He was speaking after inaugurating the Cheranallore police station here on Thursday.

Efforts will be made to raise the police force to match the requirement of the society. Complaint authorities have been formed under former judges at State and district levels to look into complaints against police personnel, he said. K. Babu, MLA, presided and Director General of Police Jacob Punnoose delivered the special address. Vinson M. Paul, Inspector General of Police, Ernakulam Range; Manoj Abraham, City Police Commissioner; Sunil Jacob, Assistant Commissioner of Police, Ernakulam; M.A. Mathew, Cheranalloor panchayat president; George Sleeba, CMD, FACT; and P.G. Interceptor boat launched in Kerala(press)

KOLLAM: As part of strengthening marine policing, Home Minister Kodiyeri Balakrishnan on Thursday launched a high-speed interceptor boat of the Neendakara coastal police station.

The day and night surveillance and investigation boat built by Goa Shipyard Limited (GSL) had arrived at the police station on July 17. The boat has been christened ‘KCP-Nethra.’

After the launch, Mr. Balakrishnan accompanied by Water Resources Minister N.K. Premachandran, Director General of Police Jacob Punnose, Inspector General of Police A. Hemachandran and Kollam District Superintendent of Police K. Sanjay Kumar went for a high-speed trial cruise into the sea in the interceptor boat.

According to Cyril Fernandez, structural engineer of GSL, the boat will not sink even if it is filled with water as it has 10 per cent reserve buoyancy. It can also operate in shallow waters. The boat has propulsion, power generation, ballistic protection, and other engineering and electrical systems to perform the functions for which it is designed.

The boat is fitted with two in-board engines of 500 HP each with water jet propulsion. It is provided with weather proof air-conditioned wheelhouse with bullet proof features for personal safety. The 13-metre-long boat is capable of operating at 35 knots on full load with an endurance of 75 nautical miles.

Thachankary IPS and CDAC Senior Director Simon Zachariah were spoken in the inaugural ceremony. DySP, SCRB Sri. Rajendran is posted as the Station House Officer (SHO) of the Cyber Crime Police Station. Circle Inspectors, Sri.E.S.Bijumon, V.K. Ajith Mohan, Sub Inspectors Srikanth.S and Vinod M.G. are attached to Cyber Crime Police Station. As per GO(Rt) 909/2004/Home dated 15/04/2004 Cyber Crime Police station has jurisdiction all over the state of Kerala and can register and investigate the offences under the Information Technology Act 2000.

Union Home Minister P.Chidambaram inaugurates Hi-tech Station(Press)

KOLLAM: Union Home Minister P. Chidambaram has said a coastal police station will be sanctioned for Malappuram district soon.

Inaugurating the State’s first coastal police station at Neendakara, near here, on Monday, he said that there was no reason why Malappuram district should be left out. Malappuram’s exclusion was brought to Mr. Chidambaram’s attention by Home Minister Kodiyeri Balakrishnan.

In his presidential address, Mr. Balakrishnan said that the State government was taking several steps to safeguard internal security. The community policing system already implemented in 20 police stations would be extended to another 20 police stations this year. The system has brought down criminal activities in Kochi and Thiruvananthapuram cities.

The coastal police stations and other police stations having coastal areas under their jurisdiction would take care of internal security with the cooperation of the fisher folk. Identity cards would be issued to fishermen soon.

Addressing the gathering, Director-General of Police Jacob Punnoose said the Kerala Police were for the first time acquiring marine capability.

Water Resources Minister N.K. Premachandran, Home Secretary Neela Gangadharan, P. Rajendran, MP, and district panchayat president K. Somaprasad spoke.
