Highway Police & Highway Alert
This system was introduced in the Kerala Police vide PHQ Circular No.9/02, dated 09/08/02 and order No. U6-51825/02, dated 08/05/03 respectively with objectives controlling Traffic, enforcement of Traffic Laws, prevention of Road Accidents, providing immediate attention and assistance to victims of accidents, handling of Law & Order issues, and enforcement of Laws on Highways, etc. The Highway Patrol System has 30 Base Stations (Police Stations) on Highways. Each Highway Police Vehicle is assigned an ‘Operational area’ and a Base Station. The Officers and men are deployed for duty in the Highway Police from various Police Stations in the District, and they perform duties in three shifts. Each shift is of 12 hours duration and one shift is on rest. The timings of the shifts are from 8 AM to 8 PM and 8 PM to 8 AM. 1 SI, 1 ASI/HC, 1 PC AND 1 Driver PC are on duty in each Highway Patrol Vehicle in each shift.
The duties and responsibilities of the Highway Police Personnel are:
(a) Traffic Enforcement with a view to avoid road accidents and bring immediate relief to victims of accident.
(b) Traffic control at the places where there are chances of traffic jams at and places where people gather in large numbers such as Schools, Places of Worship, Hospitals etc.
(c) Attend to all L&O issues on the Highways.
(d) Attend any distress call from any person on Highway.
(e) Check for any illicit transportation of contraband articles, smuggling of goods, stolen vehicles etc.
(f) Attend to all information regarding crimes of trivial in nature on the Highways in time.
(g) To render assistance to the traveling public on the Highways, as and when needed with care and courtesy.
(h) Act as a moving Police Station to help public etc.
At present a total of 42 Highway Police Patrols are functioning along all the important Roads in Kerala. New Tavera Vehicles are used for the purpose. Each Vehicle carries various Records, Arms, and other traffic-related equipments (including stretchers, First-Aids, Boxes, Traffic Enforcement items, etc.).
Each Vehicle has been provided with a Wireless Set and a Mobile Phone for easy communication.
In addition to this, a Highway Alert Number 9846 100 100 has been widely publicized, and any person can contact this number to get the assistance of the Highway Police anytime (day or night)
In the last two years, the Highway Police helped in averting some major accidents, reached timely medical help to a large number of accident victims in odd hours, detected some Crime cases and arrested some criminals. The success story continues.
To reach the Police help on the Highways and on major Roads in Kerala, 42 well equipped versatile vehicles have been pressed into service and they constitute what is known as Highway Police and the vehicles are known as Highway Patrols. They operate 24 x 7 and are contactable directly even by the Public because these vehicles are provided with a Mobile Telephone. The Mobile Phone Number of each Highway Patrol vehicle is given below:

In addition to the above phone numbers there is a general telephone number 9846100100 which can be contacted at anytime. This Alert Number can communicate with the concerned Highway Patrol vehicle without any loss of time through Wireless & Mobile Phone about any distress call so that Highway Patrol can reach the spot without much loss time. The Highway Patrol covering important roads are also meant for traffic regulations, traffic law enforcement, accident management on the roads. Law and order issues on the Highways, attending to any distress calls from any person of the highway and also help local Police sometimes in crime investigation (as they are the first to respond to a crime by reaching the spot) are also included in their charter of duties. Sometimes, they are also used for checking smuggling especially of contraband and illicit transportation of spirit, etc. They act as moving Police Stations on the Highways/ Roads. Their role in helping the accident victims and to arrange their quicker removal to the Hospitals have received applause from many.
